Almost all of the lower earner accept FTP upload. So the submitting process is with most of them fast and easy. I use lightburner.com to FTP the files. Fast and easy. I title, describe, and keyword my files before the upload and embed it in the meta data (IPTC) of the file.
Many of the low earner go through waves in there income. One month they are very low, the next month they are in the midfield. Once in a wile some ELs and you have a payout. Take for example Alamy, most of the time I have no sales or low priced sales. But then there are those one or two sales per year that make up for it.
If I stop uploading to an agency then I do not delete my account or images. This gives me the opportunity to see when the agency may pickup.
With new agencies, I only add them to my list if I think they look promising, because of their background or target market.
