 Small eatery around the block from where I live. Had two circular polarizers on the camera. Used soft focus and bulb setting on camera. Focused, set time timer, moved the camera after the timer went off. PS...many thanks to Gordon for the Neon hints.
Post: Layer adjustments for levels, brightness/contrast and hue/saturation. USM. Ran through NeatImage. USM Resize, USM.

It seems like you shook your camera to get this effect, the downside to that is the letters are blurry.

Sort of halfway between accentuating the design of the neon and the movement of the camera, could you bring one out more to make it stand out?

For me there is not enough clarity in the subjects - a bit too much blur to be aesthetically pleasing.
