The tower is so interesting and wonderfully lit - a picture of it alone, shot on a tripod at low ISO would've done wonderfully well. This scene itself is too busy and has a few obvious problems:
Looks like a handheld - it's not sharp enough.
Looks like a high ISO shot - quite some noise in the dark.
And the horizon is tilted - the colorful tower and the street light are not straight and are tipping over.
