I like the three splits of color. Gives distinct borders to the image that are then blurred (no pun intended) by the seagulls.

Obvious tripod use: High.

Obvious use of a tripod, or any other long-term stabilization tool (1-10 *is not the score of the shot though*): 3
If the exposure was lengthened to another second or two, the waves/water would have been more smooth. This just *feels* like a ~1/2sec exposure, something that could have been done handheld with steady hands/arms.
