It's that time of year again. I used the "move the camera" technique to get the blur, and those dark specks on the water are small boats that are anchored in the open water to avoid paying slip fees in the harbor. (Assuming there are slips vacant.)
The colors in this look very much like a film shot. The amount of blur is just right for the effect of diminishing the details without making it too abstract.
