 I spotted this gent at a recent airshow. He came across as an ex military man, perhaps down on his luck but still proud.
I masked out the BG with Topaz Labs ReMask and dropped opacity. Used Topaz Adjust Small Details on a 2nd layer of the FG and blended it in slightly to increase texture.

You've brought out the detail really well, and isolated him nicely from what was a busy background. I'm intrigued by the 'police' detail on his glasses.
