I used the warp tool first, pulling all four corners almost to the center. Then I used lens correction and rotate a number of times. I think I blended with 'lighter color'.

I like the effect here as it make a nice composition. Somewhat of a blur/soft focus which may be either not sharp enough or not blurry enough.
