Per Wikipedia "No rest for the wicked" is probably a corruption of Isaiah 57:21 "There is no peace, saith my God, to the wicked."
I Googled misquotes and saw "No rest for the weary" and the variation "No rest for the wicked." I wasn't thinking about entering this challenge, but had already thought about a picture with various lighting effects, and this idea was in my mind. So I shot the pic, and tossing it in. The hoodie and sunglasses are for my camera shyness:) Kind of a sequel to my "Getaway Driver" in the Perspective VI challenge.
I shot this in my garage at night. I took the blinds off the window and hung it between two ladders. The blinds came to hip level, so I leaned some foam board along the bottom to block out the light from the flash. The flash was set on the ground aimed toward where my head would be. Taped a piece of cardboard to the top of the flash so the light wouldn't reflect off the ceiling over to my side of the blinds. A bit of trial and error. I did this by myself, so the hardest part was to get the camera to focus where my head would be. Shutter activated with the wired remote (MC-30).
Had a few different versions. I tried a B&W version, a warmer version, but it was a toss up and I just chose this version...

I suppose my idea of the story for the quote/misquote was that this person (a bad person, bad guy, evil doer, a wicked person) having done evil/wicked deeds is always looking over his shoulders, not able to relax. I was trying to impart that the person was looking/peeking out the blinds seeing who might be after him.
But like I said above; it didn't go over too well :)

Good point. I thought about using a knife (or something else) as a prop in the same hand spreading the blinds... but decided to keep it simple.

Nice dramatic light, which does give it that creepy feel you're going for. I feel like there should be another element in the photo to raise the stakes as far as the scene is concerned.
