Hi! I just noticed that this image didn't get any comments so I thought I would leave one.
Not sure why it scored below 5. It is a little soft but this appears to be more due to processing than the way it was shot though I could be wrong. Perhaps a bit more sharpening and some tweaking of levels might help.
The image is a little on the small size. Make sure you use the full 800 px to let the viewer get the full appreciation of your image. This tutorial explains how to prepare your image for submission. The scene itself definitely has potential though. A nice blue dusk sky and the warm lights of the buildings complement each other well. The lights reflected in the water work well as leading lines to take the viewer into the scene.
