Good shot which certainly gives the impression of speed. H just wish there was more contrast between the boat and the background.

Right or wrong, it "appears" more motion blur than OOF. Pretty cool shot, though. Just can't score it very high.

Looks like pure motion blur. If it is using an OOF technique, I cannot tell.
