too over-exposed and not enough focus but the composition is pretty good but i question that border. Is it legal?

lighting is a litte harsh; would be a wonderful photo if it could have been toned down some - great choice of boarder

I think it would be better if the lock in the foreground was in focus rather than the piece of the gate in the background.
