While the yellow fish that is making eye contact is clearly the center of focus, I think this picture is nevertheless too busy. There are too many things that are distractions for the eye, like the tail on the bottom left corner, or the fin in the bottom right. A tighter crop might have helped here, but zooming in on one specific target while taking the picture would have been even more effective.
Also, always remember to keep your image as large as allowed without losing too much quality. Some people will vote you down due to mere image size.
