I imagine this is one of those public spaces that developers are forced to build in new buildings. It looks like a cold and somewhat sterile space, and the various bent figures in their coats all seem alone. The eye is drawn to the face of the man in the wheelchair, as he is the only one looking up. Overall a feeling of pathos.
