This image is very formal and regal - as it should be. Nice exposure, but the bright white on the right top is unfortunate. Composition is ok but ever-so-slightly tilted. Your title does indeed make it a news story..... it's possible (many not too plausible though.)

you should have put emphasis on the uniform, not the person. the shot shold have included the pants and shoes. lower the shot.
