I fiddled with this forever and am not super happy. Then I closed PS before I took note of my steps.
As far as I can remember:
Nik Efex Tonal Contrast - brings out a lot of detail.
crop, resize
Nik Efex Glamor Glow
Viveza to lighten that dark blob in front of the swan
Nik Efex Foliage to give the leaves and water a yellow direction.
I think that's about it.
