The job on this building is such that I don't see the decay, but its age and structure makes it apparent......7

I'm not really seeing the decay in this shot. If there is, the scaffolding is hiding it from view. No vote, I'm in this one.

Very good clarity but isn't the subject of your shot the repair work? light looks to be mid-day as well which is a bit harsh.
