The problem with doing a long-exposure photo over a port area is that the yacht/barge/ships moves and our eyes can't often see that, proof is this photo. Without the yacht, this photo is good.

the boats are the prominent feature in this picture and unfortunately they're blurred due to movement. Perhaps with a longer lens you could re-frame and make the 'Eye' the main feature. good luck
