I was supposed to do a night shot of Manila but ended up with this shot because the weather didn't cooperate, as just as the sun was about to set, storm clouds gathered and poured some torrential rain. Well it's typical Manila anyhow.

Initial impression: Looks like the opening or closing scene of a movie about a city's redemption. Going by the comments, others agree.
Technical: Composition, apart from obeying rule of 1/3s and not being too centred, isn't earth-shattering but the capture of light is really well done. Someone mentioned the haze being distracting, but if that is part of the skyline in Manila, then you are simply being true to your subject. I am a litle thrown by the immediate foregreound, can't quite make out if it's a dump, shoreline, etc.
Artistic: Great timing, again a very dramatic capture, great timing with the clouds parting.
Overall: Good work, well deserving of your finish in 33rd place and glad to see you didn't go overboard on the pp. Well done!
Dramatic capture with a really stunning sky and beams of light penetrating through the cloud cover to illuminate the city below in an eerie golden glow. 10
