 I just finished this, so lets see if I can still remember the steps. On two layers,
Simplify - cartoon
Simplify - buzsim Opacity changes and merge down.
New layer, Adjust - Crisp Opacity change and merge down.
Go to my own "presets" of palettes I like to use in Match Colors and select mostly blues. Apply and fiddle with all the sliders.
