Well I'm one of the folks that gave this a 7 (that's high marks from me --- I rarely give 9's and 10's).
I'm sorry it didn't do better. I think it is one of those photos that you have to spend time with. I looked at it several times before settling on my score. I wasn't surprised to see that someone who's work and opinion I've admired made this shot. Great job!
If I'm seeing this correctly this is a very long exposure of runners wearing lights? The exposure is excellent. The composition quite interesting in spite of seeming a bit cluttered at first. This is one I looked at quite a few times. I like that the foremost pole is leaning slightly, as if from the speed of the runners (like in a Road Runner cartoon). I imagine that is just a happy coincidence but it works.
