This is one of those instances where Topaz doesn't help with the background much. I find it tends to pull it forward if that makes sense. I suck at masking, but if you can do it, you may want to mask off the bird and just apply the Topaz to it.
really nice details you were able to pull out in the parrots feathers. I agree with the others, the background is a bit blotchy now...maybe a bit of blur to get rid of the bumps?
