Post: Camera Raw adjustments in PS Elements 6.0. Changed white balance to shade. Layer adjustments for levels, brightness/contrast and hue/saturation. Adjust sharpness. Couple of three crops mainly to get rid of the bottom white of the restaurant signage and the traffic light. Cloned shadow from the sign remaining top right and the small remainder of the base of the traffic light bottom right. Also cloned out two lights in the center window.
Topaz adjust crisp preset but reset the exposure. Curves adjustment. Resize. USM.
