The challenge is well met in choice of subject. It is an interesting composition of rusted objects. Aesthetically I like it far better when I crop off the Chain link fence.
The lighting is very subdued on such a dark subject, and with repetitive objects it is hard to establish a point of foucus. Overall this is a very soft picture of some very hard wheels. The colors themselves are also dull as rust is said to be. However, a study of other photos in this challenge, show that rust can exhibit some very lively and attractive colors.

A different viewpoint ..(losing the fence and taking in just the wheels) added to a boost in contrast, saturation and sharpness would make this a winner
