I smiled instantly when this image opened. It seems to be quite windy, and I have to think that selling balloons on a windy day must be quite difficult. It's also a little sad to see him standing there with so many balloons, and nobody seems to be interested in buying one. That's a valid message in itself, but I would really love to have seen a delighted child looking at the balloons.
This screams for you to be engaged with the person and have a tighter portrait shot with the balloons interacting with the photo. You may have reservations about approaching someone, but I feel he could be a great character study. The shot now is a little flat and disengaged.
