This looks a little soft and odd. Almost a postcard shot that happens to have a boy in the foreground. A good shot except for that fuzziness in some spots, but it does not convey poverty to me.
A well caught and composed image. The boys face and body position is interesting and almost conveyed a destitute feel, but I felt that i relied on your title too much.
I don't think your post processing supports the picture. I'm guessing but it looks like you used too much noise reduction.
Also, the street kid is barely in the photo. The beautiful view is overwhelmingly nice, but it doesn't add to an impoverished feel. Although it is a sad situation I think it could have been captured better without worrying so much about the scenery.
