This could have been way better a bit lighter and more contrast… plus cropping out the bottom part.

may have a better feel without the bridge/rail in the foreground. beautiful buildings! IMHO, the focus should be there.

The out of focus raining in front is not adding anything to the photo. Crop that out and you improve the photo greatly. It's a lovely city scene.
