Seems very contrasted and sharpened. But it doesn´t destroy the image and gives it a creative effect. Dont know what kind of wheels this is but the image is ok.

the over-sharpening is nice. i think it suits the subject. other than that, its kind of bland for me. whats your opinion? :)
