Too dark for my tastes. Sometimes the beauty of a storm cloud is more impressive when left alone. I almost get the feeling that you took a picture on a nice day and processed it to this point. The boats are completely obscured and not really an element due to the darkness of the clouds and the deck in the foreground.

Oooh, nice tones and very stormy feel. I like the angle, too. It's tough to get a decent shot with so many boats; putting the water and dock in the foreground solved that problem nicely.
lets see - I'm trying to put just the right word with this - moody? grumpy? unstable? temper? morose? glum? Whatever, this brings out real emotion - a 10!
