I know how hard this is to do. Shooting against the sun is not the best idea on water. The hot spots are way distracting. Their effect can be a nice highlight at times but there is just too much of it here.

Not a bad image. One way to work around water reflections is to use a polarizing filter. This will prevent or minimize blown out hightlights. 6

Slightly shadowy,
probably the metering being fooled by the reflections.
use of a polarizer required here to get rid of the reflections.

reflections are 'blown out' and a tighter crop would have worked better
