This photo was taken with a shutter speed of 1/60 and a filter (very bright day) while rotating the camera hand-held. The original has the swan in a diagonal position, so it required a lot of cropping. Otherwise: auto levels, channel mixer, saturation. Who knows what will do well in this challenge, but I am pleased enough with this result.

Aaah that's a nice histogram! You made a good subset of people feel something - which, IMO, is often more satisfying than making something so technically adept that voters can't justify giving a low score. I would be very happy if any of the scads of (unintentionally) blurry swan shots I've taken came out like this! This looks amazing from a distance - truly impressionistic. Kudos!
I really like this composition, but the circular blur (I would have prefered a more natural chaotic blur) and tight crop bring my vote down a bit. I'm giving it a 7 though because it really is lovely.
