The location is spare and run down, so yes, bleak, but your processing (is this split or duo toned?) gives the setting such lively contrasts that the "bleak" all but disappears. The shot is stirring (I think that's synonymous with "evocative"). ;)
this is very evocative for me, perhaps because the cloud looks like smoke coming from those pillars, making this whole scene into a strange facsimile of a factory. Quite Surreal.
