I think this would benefit from a square composition - take off the left hand side so you're cropping in to touch his head. There is still detail and texture from the wire fence behind his left shoulder but composition seems stronger.

I don't know what is missing here. I don't feel a connection with this image. Maybe eye contact would draw me into it a little more.
