Border, I adjusted the levels a bit, I desaturated some small stuff and cropped the image a tad. That's it! I had a swarm of ideas when this challenge came up and I also wanted to avoid all the cliches.... this idea just stuck well. Hope it does alright.

If you're trying to emphasize "fast" here, then you've got a starting point. My eye isn't drawn to the blurring of the cars (alluding to "fast"), so the image loses a lot of potential. A focal point in long exposures seems to be hard, and I can't really find one here.
It's clear, and a good demonstration of a long exposure, but there's no real focal point here. In other words, there's just too much going on without a single item to be drawn to as a subject.
