 One of the guys at work. Overlayed with some blurry grass and dirty glass. Played with curves/levels till it looked right. Flattened.

Layed photo over a frame I painted in black (hehe .... good excuse to play with kids paintset) Selected the black and used it to make a mask on the top layer of the photo. Painted back some of the photo and gave it a black border. Will post my artistic (pfft ... yeah right) frame later.

Edited to add the dirty glass texture
