 I took this shot on a pretty overcast day. I used a circular polarizing filter to get the deep blue in the sky to come out. I straightened the image and hit auto for adjusting the exposure in light room. No other edits were made, other than resizing on export.

You got the technical side ok.

A good pic needs to lead the viewers eye into the picture. This shot blocks out the middle so you do not follow the water up the building to the tower. If you can, try taking the shot from the higher level and see if it has more interest. Possibly try a night shot.

From someone who has learned a lot from this site - keep on trying, listening and you will improve. Good luck.

Nice perspective, I wonder if you could have tweaked it within rules to enhanve the water a little more?
