 The effect was created with the lens, no filters have been applied, it was a wet overcast day and the light was an even dull and taken while sitting in the car.
As can be seen because of the overcast conditions it was very hard to create brighter colors.

The impressionism is there...but, lost again in the muddieness of the color. You lost me with the color.

The subject matter seems too old west to be impressionism. At least in my opinion. I do like the shot.

Colors are too muted, a little brightness/contrast would have helped.
