I've been walking by this piece of car all week, finally turned it over and found my Q. It is in the dead grass across the street from the car parts place. Seems to be plastic or some other light weight substance, the red is a gasket (maybe). So much for the sign which reads "Working on cars in parking lot is not allowed"
