This looks a lot like a mirror shot, with the cat watching you and the camera. Interesting, and tricky. That 1.3 sec is a long exposure to get the cat to hold still for.

I can see what she's thinking: "Let me out of here, and that bird is history" :)

The blur feels so warm and cozy as a backdrop to the kitty. I love it.

AWWWW. Love the kitty's expression. I think I'd make this a square crop, rotate so the windowsill is level (well, maybe not) and crop out the couch and the afghan draped over it.
