The character can be read as culture or learning in a vague cultural sense. These signs can be found on lamp posts all around Osaka city to remind drivers that they are in a school zone. I liked the fact that the character seems bound, as though culture is being rigidly held in place. Seems to reflect the bureaucracy's grip on the 'soul' of Japan.
