Just slightly too blurred for my taste I think, but a good idea and a strong execution of it. Perhaps brightening it a bit in ps would be a good idea. Also, having your inner border on the right and bottom, but not left or top seems odd to me. I think it would look a little better with the boarder all around.

I would have tried to pan with the movement, and get the surroundings blurred but the children sharp. But I know how difficult it is (and not get hit !!).

Strange, but the smearing almost looks like they are going uphill instead of down. Nice shot.
