The reference is completely lost on me. That aside, the foreground is not adding to the image at all.

My guess is that this is a shot of a casino, but I'm afraid that some people may not understand how this relates to money as the name of the building and "Hollywood" alone doesn't help if the person is not familiar with the subject.
