I shiver just looking at this! Good work with difficult lighting. I like the foggy/hazy effect, I'm guessing that was created by blowing snow. The wires detract a bit IMO, and the subject itself is a bit mundane... but hey you worked with what you had! (6)
To me, street photography needs the element of the urban hustle and bustle. Yes, this is a street but it just looks like a snapshot in the snow. If a guy were walking across the street with the wind blowing his coat, THEN it'd really have the impact I'm searching for in this challenge.
