Interesting capture. Your border distracts from it however. A smaller border would compliment your submission better. You would also get a larger "canvas".
Still worth a 6 from me however |

The use of B&W makes this shot appear flat because your whites are too harsh (note the paper in his pocket....so bright my eyes keep being drawn to it.) and the sky has no depth to it at all, just a flat gray square dominating your upper left corner. The heavy black framing binds it all in and I feel is too much border for this shot. |
