You have a beautiful piece of victorian art and machinery, and a family treasure to boot. I know this sounds a bit like "Mom," but you should at least give it a good dusting and a little TLC with Murphy's oil soap.
If I was nearby I would offer to visit and see if the machine works are easily repairable. I know that they used to lube clock works with kerosene vapor back in the day when this was built. Teflon dry lube with a toothpick or Qtip would be first choice for lube today. It goes on wet, but dries almost instantly. It works good for aluminum tripods and the like as well. As long as the mainspring is ok, it should not be too much of an adventure to get it working.
