Ok I had fun with this one..it doesnt completely fill the frame but I got it as close as possible without ruining the positioning and structure of the photo.
-Major cropping
-Add border (very minor in red)
-Levels
-Layers to cut out majority of the background
-Color Balance
-Cloned out some acne and distracting eyelashes
-Dodge/Burn around eyes to enhance eye color/makeup

This photo could haver REALLY been saved if you had used some expert editing techniques. Try the glamour skin softening. Also, the lighting is very harsh.
