Desaturate and a high contrast on one layer and the blending mode lumnosity to let this dark efect come out. Small shadow/higlight to bring out the background a litle.

Not entirely sure I'm into this photo, been looking for like 3 minutes, and it doesn't quite work for me sorry. I think there is a slightly too much desat going on, and the black just seem overdone. I guess it's a taste issue, but I can't give you more than a 7. Good luck
i like the cropping, but the foreground pipe distracts me and her black dress blends into the background. if she were lit seperatly this photo would pop alot more.
