Crop, levels. In the GIMP: old photo filter, usm, slight curves adjustment, then cropped out the (possibly) offending border. Added text. Resized, added (legal) border, sharpen.

The photo is very grainy and I'm not sure I like the sepia tone either - the photo needs to be brighter, but it looks like the weather was not cooperating.
Nostalgico, a fazer-me recordar excelentes momentos passados nessa bela cidade. A simulação de um postal antigo é perfeita, não só pela escolha do tom mas principalmente por todos os elementos que contribuem para a composição.
