This is Almost really cool. Needs to be worked a touch more. The idea. Something just doesn't balance to me. Maybe the flares reflecting or the tilt. Just doesn't hold right.
Nice job getting light to his face, especially getting a catchlight in the shadowed eye. Very well done. I would try to burn the bright side of the helmut just a bit. I think I would have cropped a little more off the top, right to the top of his helmut. I like this one very much. I like the OOF ciircles on the front of the speed gun and then the sharp, piercing eyes of the cop right behind. 7 from me.
Shame you didn't have enough depth of field to keep the cop and the gun in focus, whilst knocking out the background. Especially the gun needs to be in focus.
