This was taken at Golden Gardens in Seattle around 9:40.
I converted from Raw to jpeg using DPP.
No adjustment for Raw->jpeg.
After that I used Photoshop Elements and did:
* Shadows/Highlights: lighten 15%, darken 15%, mc 0%
* Level adjustment a little (RGB input level 255->~230?)
* Neat Image
* resized and USM
* saved for web

I'm going back through and commenting on shots I voted low. Pretty colors in this shot is all it hs going for it. This doesn't really show the perspective of from the ground up as it's pretty much a straight shot at the horizon with a lense that happened to catch a bunch of sky in the process. Composition-wise there is nothing here to look at other than the blue gradient. It just doesn't trip my trigger but, most importantly, is a long stretch for being relevant to the challenge. Good effort.
The 'Big Dipper' is actually an Asterism in the Constellation of Ursa Major...it's a nice photo, meets the challenge but I think maybe just a little bit later in the evening would have strenghtened the brightness of the stars and greatly improved your photo. However, I like the colors too...compromise...I like that!
