This is a Jelly Mushroom, they grow in very wet areas. This one when wet is about the size of my little fingernail, but if it is left to dry for a few hours it shrivels up into almost nothing. It looks wet and sticky, that's because it is, hence the name jelly mushroom.
It is gooey, it is a jelly fungi, it is about the size of my little fingernail, and when it hasn't been wet for more than a few hours it shrivels up to the size of a pin prick, it was raining when this photo was taken.
